I would like to slow down a voice in adobe audition 3 so it sounds inebriated, but without lowering the pitch.

other's will probably be able to give you more help but here's what I can say:
in Audition 2 (which is probably similar)
in Picth/tempo adjustment (under effects or the button with musical note and squiggly line but not the one that says pitch bender I think) open it and select the option to change speed/tempo only. (you can do 1 or the other or both simultaneously). That woln't lower the pitch. and adjust the sliding bar to a point that makes the voice sound slower. If you move it too much to the left (slower) it will sound fake though and mechanical.
I'd suggest adjusting only sections of the audio so its its sounds more drunken (slowed down then sped up kinda like) but it really depends on the audio.

and some one here has a program that can make a voice do miraculous things but it's way beyond me. I couldn't get it to work at all. cheesy

well at least it sounds like I know what I'm talking about  cheesy
