I suggest Adobe Audition, but if you want a free one, use Audacity

by 'file that came with the download' you mean 'MP3FILES folder that came with the download' then yeah, you could if you want -- or you could export the mp3 to any folder on  your computer, then when you're done exporting all the sounds for your board, you could copy them or cut/paste them all at once into the MP3FILES

if you try to export an mp3 to a folder that is different from the main MP3 you're cutting up you have to keep telling the program where to save stuff.. but if you just save all the mp3s to the same folder where the main big mp3 you're cutting up resides you don't have to keep telling it where to save them all

so yeah, if you have a giant mp3 with a whole bunch of stuff you want to cut into smaller pieces, you could save that mp3 to the MP3FILES folder, and edit it from there, and then all your new mp3s would automatically save there
