A while back I had downloaded the Macromedia flash software and was going to make a Gary Oldman soundboard, but due to time constraints I was never able to do so, and my 30-day free trial has expired. I saw that the price to buy it is $699 (!) and I was curious if there was another type of software that can make soundboards but isn't as expensive.

I'm pretty sure you can use Swish to make soundboards:

EDIT:
although I just downloaded it and installed the demo to see if I could do it - and it's pretty confusing - of course I did only spend 2 minutes on it

Lifeswif is totally free and is kinda similar to flash, you don't get such dashing features but making soundboards in it is probably a bit simpler.
