Yeah well. Your government has massives debts, and runs wars and other high-cost programs that lead to even more debt. So I guess that means less freebies than in a neutral rich country.

Sadly, Austria could have it pretty sweet too, but our elected leaders piss it away to the EU and a couple of criminal banks.
