1. make sure you live in a location where it is legal to record pranks without having the other person know you're recording
2. don't repeat call - that is harassment
3. beep out enough information in your call that there is no way to figure out who you called
4. don't curse people out or threaten anyone unless it's clear they know it's a joke or they started it first
5. no 'theft of service' -- if you order something and they didn't know it was a prank before hanging up, call back and let them know
6. don't give out credit card numbers in a call -- could be in deep shit if you accidentally give out a real number

In celebrity news; Jack Nicholson was arrested last night after calling Gateway Computers and supplying unauthorized credit card numbers. Phone operators said he was very rude, and sounded like he was 'talking through a vaccum'.

The Duke Nukem one was classic. However, my personal favorite is on youtube, called "Ventertainment - Sticky Keys".
The guy doing the harassment plays the windows error sound, and these nerds keep thinking that one of them is erroring. When they finally figure it out, they leave. The harasser follows them and proceeds to play "Jump on it (Sticky Keys Remix) by the Sugarhill Gang" and Let's Get IT on by Marvin Gaye.
